COMMUNITY SAFETY AND POLICING ACT (CSPA)
In December of 2024, NAPS opted-into the CSPA which now governs the way in which police officers and special constables are to conduct themselves. This agreement allows NAPS to continue to provide culturally appropriate policing services, with the support of provincial legislation that will ensure adequate and effective policing service standards for remote and Northern communities.
Professional Standards works closely with NAPS Regional Commanders to resolve complaints between the public and officers as early and effectively as possible. Should you not be satisfied with the outcome of the attempted resolution, you can submit your complaint through the agencies listed below.
LAW ENFORCEMENT COMPLAINT AGENCY (LECA)
LECA is a police oversight agency in which members of the public can submit their complaint regarding police officer conduct.

INSPECTORATE OF POLICING
The Inspectorate of Policing has jurisdiction to investigate:
- Complaints that a police service may not be providing adequate and effective policing, as defined in regulation.
- Complaints that a member of a police service board has violated their code of conduct, as defined in regulation.
- Complaints that a police service, a police service board, or an organization that employs special constables has failed to comply with any other part of the Community Safety and Policing Act or its regulations.
- We also accept complaints about police service board policies and complaints about procedures established by Chiefs of Police.

COMPLAINT AGAINST SPECIAL CONSTABLE
The Community Safety and Policing Act now has a Code of Conduct that Special Constables employed by NAPS must adhere to. Professional Standards is now required to investigate complaints that come forward regarding Special Constables.
