The Nishnawbe-Aski Police Service serves 35 First Nation communities in the Nishnawbe-Aski Nation Territory. Our officers police an area that equals two-thirds of the province of Ontario, from the Manitoba border up the James Bay Coast over to the Quebec border. The Service is relatively new, but has grown considerably in the last five years and will continue to do so in the near future.

NAPS is looking to hire individuals from the Aboriginal area we serve, or have considerable knowledge of our culture, history and traditions. The constables are expected to be academically and physically strong and well prepared for the requirements of the Ontario Police College. We expect our officers to relocate to their assigned posting and invest in the community; in turn, NAPS will offer constables the opportunity for growth and development not readily available at other services. NAPS does not pay for officers to fly in and out of their communities on their days off, nor do we hire constables for two-year contracts. We are interested in hiring people who are serious about a career with our Service and have truly considered what is required to be a NAPS constable.

Applications to become a constable generally take between two to four months to complete. It is important throughout the process that all forms be completed by the candidate. Below are the stages that must be completed before being considered for employment:

Hiring Steps

Step 1: Submission of resume and completed application form after submitting the resume and application form. These options are:

The applicant receives one of three letters:

1. The applicant does not meet the minimum requirements and is encouraged to reapply when they have fulfilled the criteria
2. The application form is missing required information and cannot proceed until the information is received
3. The application form is completed in full and the application is forwarded on to Step 2

Step 2: Background history and criminal record check

The applicant is mailed two background forms that must be completed and answered by the candidate, as well as consent forms allowing NAPS to search national databases for any criminal charges/convictions.

Step 3: References and personal credit report

The applicants who are selected to move on to Step 3 must provide a total of nine references - three references each for three categories (Personal, Education and Employer). The Employer references should all be from former or current supervisors who can best answer questions about everyday work habits. As well, the candidate must submit a personal credit report. These can be accessed from Equifax Canada or a similar company, found online at www.equifax.ca.

Step 4: Background investigation

The investigator assigned to complete the background investigation will conduct an interview with each of the references provided. As well, credit history and all answers given on previous documentation will be reviewed and scored. All criminal, local and driving checks will be done at this time. The background investigation can take anywhere from four to sixteen weeks.

Step 5: Interview, testing and uniform measurement

Selected candidates are invited to come to NAPS Headquarters for an interview and testing day. The testing consists of the following five tests: MAB II (Verbal and Performance), Sigma Written Test, MMPI ñ II (psychological) and the 16 PF (psychological). The interview takes place with a minimum of two people on the panel. Applicants should arrive at NAPS Headquarters no more than 5-10 minutes before the scheduled time. Out of town applicants are measured for NAPS uniform that same day to minimize the number of trips to Thunder Bay.

Step 6: Selected to attend the Basic Constable Intake at the Ontario Police College

Successful candidates are notified and given an offer of employment that is conditional upon the successful completion of the the Basic Constable course at the Ontario Police College. These candidates must submit a medical release signed by a doctor attesting that they are healthy enough to attend the Ontario Police College and participate in all physical activities. Candidates must make arrangements for the $7500 fee to be paid to NAPS prior to the beginning of the intake.

Benefits and Pension

Benefits

The NAPS Benefit Plan is 100% employer-paid and includes the following:

Life Insurance 300% of annual earnings to a maximum of $120,000 (employees may choose to top up to $500,000 at their own expense)
Dependent Life

Spouse - $10,000
Child - $5000

Short-term Disability

75% of weekly pay to a maximum of $700/week for a maximum of seventeen weeks

Long-term Disability

75% of weekly pay to a maximum of $3200 per month

Healthcare

100% - private hospital room, prescription medicine reimbursement

$750 annually ñ chiropractors, physiotherapists, podiatrists, naturopaths, osteopaths, psychologists/social workers, speech therapists, massage therapists, audiologists
Vision

Eye exams ñ one every 24 months
Glasses and contact lenses - $200 every 24 months

Dental

100% - Basic Coverage (to a maximum of $1500/annually)
100% - Accidental Dental Injury Coverage (unlimited)
80% - Major Coverage (to a maximum of $1500/annually)
50% - Orthodontic Coverage (to a maximum of $1500/lifetime)

Pension

All full-time civilian and uniform employees are members of the Ontario Pension Board plan. This is a defined plan and rates are set by the OPB based on annual salary; contributions are taken bi-weekly through pre-authorized payroll deductions. Nishnawbe Aski Police Service matches all contributions.

Constable Position - Requirements

NAPS will accept applications from people meeting the following standards:

  • be nineteen (19) years of age or older;
  • be a Citizen of Canada or a permanent resident;
  • Ontario grade 12 diploma or equivalency;
  • no criminal record for which a pardon has not been received or an absolute/conditional discharge that has not been sealed;
  • be physically fit;
  • has an up-to-date first aid/CPR certificate
  • has a valid Class G driver's licence with no restrictions (NAPS requires a colour photocopy prior to hiring).

Additionally, NAPS is seeking candidates with the following attributes:

  • has the OACP (Ontario Association of Chiefs of Police) certificate of results
  • has a university or college education (must provide a copy of your transcript(s))
  • has been a resident or spent time in a northern community
  • resides in an area close to their posting or will be able to move upon being hired
  • has some life experience that demonstrates maturity and a willingness to expand personal horizons
  • is a member of the Nishnawbe-Aski Nation

Duties
The following are examples of the tasks an officer will complete on a daily basis.
Please review them to determine if you are suited for this line of work.

  • preparation of administrative and statistical reports
  • preparation of occurrence reporting system reports
  • make entries into occurrence books
  • maintenance of a daily journal
  • conduct criminal and non-criminal investigations and be thoroughly conversant with criminal matters in the Native Community.
  • interrogation of suspects, interviewing witnesses and development of informants
  • enforcement of First Nation By-laws
  • enforcement of Criminal Code and other Federal Statutes, including Indian Act
  • enforcement of Provincial Statutes (H.T.A.,L.L.A., etc.), where applicable
  • investigating accidents
  • effect arrests under Federal and Provincial Legislation
  • attend Criminal and Traffic Court
  • attend Post-Mortem Examinations
  • attend Coronerís inquests
  • communicate with First Nation Council and Police Committee

All successful candidates must pass the Ontario Police College Basic Constable Training program.


All constables hired to attend OPC must submit a $7500.00 fee payable to Nishnawbe-Aski Police Service prior to attending the College.
